How does Paramount decide who gets permission to use copyrighted material?

I heard of a Star Trek project getting turned down by Paramount, that I thought showed promise, and it made me wonder, what is the criteria for getting permission from companies like Paramount?

  1. Money will play a big part, after that it would be how the material was going to be used and how that fit into Paramount's future usage of the material. I can't imagine paramount, or any studio for that matter, giving permission to use one of their biggest money makers. If they allowed somebody permission they would be stuck with that film in the Star Trek universe and have to deal with it, good or bad. Even if they decided never to do another Star Trek, they would want so much money that any project that I think is would be prohibitive for anyone to produce something outside of Paramount.
